I don't think Mamoru isn't valued, because people don't know characters have flaws, but IMO because Usagi cares about him above all, which vast majority can't accept. Hence devaluing of him and their love, putting it below her friendships.
Well, if that is the overall reason (which I really hope not because that’s a main topic of the series xD) then I think that’s a pretty poor reason....
